Monthly Staggered Registration began 4/1/1981 for renewals,

expire "OCT 81" to "SEP 82", based on surname initial.

New registrations since assigned under same system, with

2-month minimum term.  MAR and DEC not used initially.  "DEC 82" seen.

Since 1/2/1987, same month assigned but in next calendar year.

Two-Year Registration began January 1988 for renewals,

alternating between 1989 and 1990 expirations with each notice.
